East Palestine, OH: A vacant property registration ordinance is in effect, with extended registration to 2021.

 

The vacant structure ordinance stipulates a vacant property that remains vacant must be reregistered the property by Dec. 31 each year. However, the deadline for such registration for 2020 has been extended to Jan. 29, 2021; registration is normally due within 90 days of a property being no longer occupied.

 

An annual registration fee of $25 is required, but with two caveats:
 - If a commercial structure remains vacant for greater than 1 year, an additional 10 percent fee will be due (that 10 percent is determined by the appraised value of the property).
 - If a residential structure remains vacant for greater than 1 year, an additional 5 percent fee will be due (that 5 percent is determined by the appraised value of the property).

 

At time of registration, owners must submit current information as well as a plan for the structure, which is to either: demolish within an approved timeframe; remain vacant but secured to Code while making other plans for the property (e.g. putting it up for sale); or rehabilitate the property so that it is habitable again.

 

Failure to register and provide the needed information and fees within the allotted time will result in a $500 fine.
